Expert in educational and university cooperation. He was deputy director of the Central and Eastern Europe Office of the Agence universitaire de la Francophonie before joining the French agency for international technical expertise.
He holds a master’s degree in international relations from the Institut des Relations Internationales et Stratégiques and a PhD in political science from the Université Paris-Est.
He is a member of the Laboratoire Interdisciplinaire de l’Etude du Politique Hannah Arendt (LIPHA). His research focuses on political, cultural and social developments in Central and Eastern Europe, with a specialisation on Moldova, Romania and Bulgaria.
